The plan, called "Fast Forward," would replace an antiquated signal system, redesign the way passengers pay fares, increase the number of subway cars, and install elevators at stations. According to the New York Daily News, the plan would cost $37 billion. It would require stations to close on nights and weekends for up to 2.5 years, though it would not close lines during weekdays while improvements are made.
