NEW YORK — Billionaires’ Row. That’s what New York real estate experts call a half dozen new, superluxury skyscrapers overlooking Central Park that are home to some of the world’s most expensive apartments. One penthouse near Carnegie Hall that has sold for a record $100.5 million seems almost a bargain compared to what will soon come on the market: a $250 million, 23,000-square-foot, four-story apartment towering over the park. Who’s buying such extravagant apartments in residential buildings that are up to 96 stories high, with massive panoramic windows and double-height ceilings? About half of them are foreigners seeking what one real estate agent calls “the trophy buildings of our era.”
