Newly appointed Republican Andrew Ciafardini of Montgomery took his seat on the floor of the Ohio House of Representatives Wednesday afternoon, not knowing that some Democrats back home were grumbling over his appointment to the vacant 28th District seat, saying he is not legally qualified for the job.
