City manager pushes waste-to-energy proposal; county cautious

Sacramento's primary obligation would be to pledge garbage to the project. Details about U.S. Science & Technology's financial backing, as well as projected emissions data, will be released only when the city enters into a binding agreement.
The proposal has been shepherded by Kerridge and his office. As the city faced some big setbacks, including the failure of two skyscraper condo towers, the proposal offered a high-profile project at no apparent cost to the city.
