NORTH PROVIDENCE, R.I. — The owner of a North Providence car wash was arraigned Thursday in an ongoing case alleging that he let someone use his business to perform unlicensed surgical procedures on dogs, according to authorities.Daniel Guerriero, 32, was arraigned in Providence Superior Court on charges of unlawful practice of veterinary medicine, conspiracy to commit unlawful practice of veterinary medicine, and unnecessary cruelty to animals, according to the Rhode Island [...]
