National Common Core learning standards might not be going anywhere, but the time-consuming tests that irritated parents, students and educators this past school year have been banned from Ohio — the first state to try them out.With the signing of the two-year $71 billion state budget, Gov. John Kasich joined Senate and House lawmakers in outlawing student tests administered by PARCC (The Partnership for Assessment of Readiness for College and Careers).
