The Occupational Safety and Health Administration is proposing penalties of $89,500 against Baytown-based Angel Brothers Enterprises. Angel Brothers, which provides various types of underground utility construction, was cited in part for not protecting workers in a 9-foot excavation. The workers were replacing an old fire hydrant and water line, OSHA said in a news release. The company declined to comment Friday. OSHA said the complaint-driven investigation began in August 2014 as part of its National Emphasis Program on Trenching and Excavation.
