KINGSPORT — A fall festival of the four-legged kind is being offered this weekend, with proceeds to benefit both animals in need and a place to run free.The second annual Howl-O-Ween Party is set for 1-4 p.m. on Saturday at the Kingsport Dog Park beside Hunter Wright Stadium, located at 801 Granby Road.
