Police Arrest Chicago Man Found Lying Naked In Field After Chase, Cited For Violating Coronavirus Travel Restrictions

Police found Joseph Francis lying naked in a muddy field in Clinton County early Friday after an hour-long pursuit, according to Indiana State Police.
