ROGERSVILLE — Hawkins County EMS has struggled to keep employees, but a proposal to eliminate the county ambulance three-franchise renewal process might have the intended effect of helping HCEMS retain staff. Earlier this year HCEMS eliminated an ambulance that was stationed in Surgoinville because, due to employee attrition, it couldn’t afford to pay $30,000 per month in overtime to staff it.
