Two BART Police officers who shot and wounded an armed 21-year-old man near the Richmond BART station last week will not face charges after an investigation determined they acted in self defense, officials said Monday. The decision by the Contra Costa County district attorney’s office follows a preliminary investigation that began immediately after the man was shot on Nov.
