A woman brought on to make sure contractors who win construction projects in the Savannah-Chatham school system hire as many local, women and minority-owned businesses as they should has resigned after just two months on the job. In June, public school officials hired Kartrena Harris-Carter to monitor construction contracts and hold companies to the minority participation promises they make in their bid proposals.
