A second bullet hole-riddled target has been found on Capitol Hill, tacked to a tree just two blocks from where a similar pockmarked target was found outside offices of the League of Women Voters. “Officers did not find any bullet damage at either scene, as it appears both targets were shot at before their were placed at the two sites,” said a report by SPD Detective Drew Fowler.
