US and European efforts to send joint missions to Mars in 2016 and 2018 are slowed by an inability on the part of the Americans to provide a full financial commitment to the projects.

US and Europe Unveil Joint Plan for Mars Mission

NASA and the European Space Agency have unveiled a joint plan for exploring Mars in the latter half of the next decade. ESA will build a trace-gas orbiter, able to map plumes of methane in the atmosphere, for launch in 2016.
