North Korea demanded on Tuesday that it be recognized as a nuclear weapons state, rejecting a U.S. condition that it agree to give up its nuclear arms program before talks can begin.

North Korea on Thursday demanded the lifting of United Nations sanctions and an end to joint U.S.-South Korean military exercises as preconditions for starting dialogue.

World powers believe talks with Iran over its contentious nuclear program have been substantial enough for diplomacy to continue, a senior Western diplomat said on Monday, days after a meeting in Kazakhstan failed to yield a breakthrough.

An air of cautious optimism hung over Almaty, Kazakstan, on Friday as Western and Iranian negotiators began another round of nuclear talks. The six powers – the United States, Russia, China, France, Britain and Germany – met Iranian officials with the aim of settling a decade-long tussle over Tehran's nuclear program.

Iran followed the United States on Sunday in denying that the two countries had scheduled direct bilateral negotiations on Iran's controversial nuclear program. The New York Times, quoting unnamed U.S. administration officials, had said on Saturday that secret exchanges between U.S. and Iranian officials had yielded agreement "in principle" to hold one-on-one talks.

Lack of progress in talks between Iran and the International Atomic Energy Agency is disappointing and it shows Tehran's continued failure to abide by its commitment to the U.N. nuclear watchdog, a U.S. envoy said on Saturday.

Iran has agreed to meet officials from the International Atomic Energy Agency (IAEA) in Vienna on Friday for further talks about its nuclear activities. IAEA chief Yukiya Amano said he would urge Iran to allow early access to its Parchin facility near Tehran.

An Iranian envoy voiced hope on Monday that talks with the U.N. nuclear watchdog in mid-May would help resolve "outstanding issues", but he again ruled out any halt to Tehran's controversial uranium enrichment program.

After a 15-month break, Iran and the world's major powers are about to start a new round of nuclear talks. During the last round of negotiations held in January 2011, Iran and the world powers agreed on almost nothing. In recent weeks, negotiators struggled even to agree upon where they should meet for this new round - for a while, Iran held out for Baghdad as a venue.

Iran's nuclear chief signaled Tehran's envoys may bring a compromise offer to the talks this week with world powers: Promising to eventually stop producing its most highly enriched uranium, while not totally abandoning its ability to make nuclear fuel.
