West says that in Cody, where his ranch is located, he’s just like a local. Really?  If you read “Billionaire Wilderness,” you’ll know that as much as they think they are, the ultra-rich Wyomingites are never just one of the locals. Written by part-time Denver author Justin Farrell, the book actually is about Jackson, which — thanks to Wyoming’s tax breaks and a spectacular setting — has more ultra-rich people per capita than any other county in the United States.
