Spurred by budget crises, California and Michigan together reduced their prison populations by more than 7,500 last year, contributing to what a new report says is the first nationwide decline in the number of state inmates since 1972.
Afghanistan's government denied a report on Tuesday that it had been holding secret peace talks with the Taliban's number two leader, Mullah Abdul Ghani Baradar, when he was arrested in Pakistan.
Secretary of Defense Robert Gates told troops in southern Afghanistan on Tuesday they would soon be part of a "decisive phase" in the war -- an operation to impose control over the Taliban heartland of Kandahar province.
