The Department of Veterans Affairs Domiciliary Care Program is the VA's oldest health care program, established in the late 1860s to provide a home for disabled volunteer soldiers of the Civil War.It is now a clinical rehabilitation and treatment program for veterans, integrating the domiciliary programs with the Mental Health Residential Rehabilitation and Treatment Programs.
