Des Moines-based Wellmark Blue Cross and Blue Shield, the state’s largest health insurer, announced Monday it will sell plans on the state health insurance marketplace during the 2016 open enrollment period for coverage starting Jan. 1, 2017.The insurer chose to stay off the marketplace — where those purchasing insurance are eligible for federal subsidies — for several years.
