Have we become so inured to computer-generated animation that we can’t appreciate the simplicity of hand-drawn cartoons? Perhaps. The new French film “Phantom Boy” may be a test case. A throwback of sorts, it’s lovingly rendered by people, rather than servers, and looks and feels like something straight out of the ’70s, though it has a story and maturity that’s far more contemporary.
