By Ryan Quinn West Virginia's Senate delayed pushing forward Wednesday with a bill that would ban the state from continuing to use the Smarter Balanced standardized tests it currently requires in public schools. While that legislation, Senate Bill 18, got laid over on its second reading Wednesday, the House of Delegates Wednesday pushed House Bill 3089 from second reading to third reading.
