CHESAPEAKE The city animal shelter being built on Military Highway is supposed to be a state-of-the-art, 29,000-square-foot facility capable of holding 288 animals in a visible location to help promote adoptions. But it's about three months behind schedule and running over the contracted budget of $9.3 million by about $800,000, according to city documents.read more
