STAMFORD — A city man convicted of having sex with a 13-year-old girl in the mall parking garage more than 10 years ago has been arrested for violating his probation. Brien Pennell faces up to seven and a half years in prison after police say his probation officer discovered he was in possession of electronic and other devices.
