By Rusty Marks Members of the Kanawha County Commission bucked a trend Thursday and approved significant budget increases for the county parks system and the Kanawha-Charleston Animal Shelter.County commissioners Kent Carper, Dave Hardy and Hoppy Shores have been extremely reluctant in recent years to increase funding for agencies outside of the county's elected offices because of flat budgets and very modest increases in tax revenue.
