[...] Julian Ramirez, head of the office's civil rights division, filed criminal charges on Drummond believing the charge would preserve the case until a grand jury could hand down an indictment, which they did three months later. On the eve of trial, state District Judge Denise Collins agreed with Drummond's attorney, Sam Cammack, that a formal indictment, not a criminal charge, had to be filed within two years of the alleged attack.
