From incident reports at the Effingham County Sheriff’s Office:Sept. 14: A deputy stopped a vehicle because the driver was not wearing a seatbelt on Ga. 21 near Westwood Drive in the Rincon area. The driver was arrested for driving without a license and seat belt violation.Sept. 14: A woman said her cousin was harassing her on Facebook.
