NEPTUNE BEACH | A resident’s request to widen by one foot the walkway of his private dock on Hopkins Creek is creating a mile-wide chasm dividing the Neptune Beach City Council while embroiling the councilman championing the issue in controversy. Councilor Scott Wiley proposes amending the city ordinance that protects environmentally sensitive lands to allow dock walkways up to a maximum of 5 feet wide on the creek, while the minimum width would be 4 feet.
