The family members of a local man who died last year after spending two weeks shackled to a hospital bed in a vegetative state are declaring their intent to take legal action against Chatham County. Savannah attorney Will Claiborne on Thursday submitted an ante litem notice in the April 24 death of Matthew Loflin to Sheriff Al St Lawrence, Chatham County Comission Chairman Al Scott and County Manager Lee Smith.
