The Neches River Festival committee on Thursday announced Sharon Begnaud is the group's 2017 Citizen of the Year. "The exhibition focuses on the Neches River and its life-sustaining natural resources, economic vitality, and the countless recreational opportunities it offers to Southeast Texans," according to a statement from the NRF.
