New Jersey Gov. Phil Murphy announced plans to create a state-based health exchange for 2021, a move that would make the state one of 12 with its own exchanges. The exchanges, or marketplaces, were established under the Affordable Care Act, also known as Obamacare, as a place where people without work-based health coverages could comparison shop for health insurance. New Jersey has been among the 28 states, including Pennsylvania, to use the federal marketplace since the program began.
