ALBANY — Democrats in the New York state Senate are taking another shot at changing antiquated voting rules and procedures blamed for perpetuating the state's low voter turnout.The chamber's minority conference announced Tuesday that it has introduced more than a dozen bills aimed at making it easier for New Yorkers to cast ballots.Democrats again are pushing for allowing early voting, which is already in place in 34 states.
