AUSTIN — A bill that would allow Texans with concealed handgun licenses to carry their firearms openly is a step closer to becoming law. On Friday, Texas House of Representatives tentatively approved House Bill 910, a proposal similar to a measure the Texas Senate passed last month. The legislation triggered a contentious debate, and though there were two major attempts to derail it with parliamentary procedures, it easily passed with a 96-35 vote, largely along party lines.
