When the Government Accountability Office sustains a protest or when an agency takes corrective action in response to a protest, the agency will often re-evaluate existing proposals without amending the solicitation or asking for final revisions. How can an agency do that when the proposals have expired or are so out of date that the contractors can no longer produce what they promised in the proposal?
