BEIJING (AP) — A government newspaper says Chinese regulators have concluded Qualcomm Inc., one of the biggest makers of chips used in mobile devices, has a monopoly. Chinese regulators were investigating whether Qualcomm abused its dominant market position by charging excessive fees for technology.
