They waited for a day of celebration, the Norris Square Civic Association's Annual Neighborhood Festival last Saturday, to finally announce an agreement on how many houses will be built at the site of the former St. Boniface Church.Councilwoman Maria Quinones-Sanchez and the association's executive director, Patricia DeCarlo, issued a joint statement Saturday confirming what the Daily News reported on June 1 ---- that the civic association has agreed to scrap its earlier plan to build 15 units of co-op housing, which some neighborhood critics believed would eventually become more rental apartments.
