Dick Inc. of Pittsburgh bid $33.2 million for the base contract, which has been described as the largest construction project at the Capitol complex since the completion of the Culture Center in 1976.In 2011, the Department of Administration postponed plans for the renovation when the low bidder, Massaro Construction of Pittsburgh, came in more than $6 million over the then-$27 million budget for the project, at $33,626,000.Massaro on Wednesday bid $33,247,000 for the scaled-back renovation project.
