Mayor Diane Marlin, who doubles as Urbana's liquor commissioner, has designated parts of the downtown area as a Temporary Outdoor Refreshment Area from 5-8 p.m. on Saturday. URBANA — Following recent changes to Champaign's rules for Friday Night Live, Urbana Mayor Diane Marlin announced that patrons will be permitted to to walk around with their drinks at this weekend's Downtown Get Down. Marlin, who doubles as Urbana's liquor commissioner, has designated parts of the downtown area as a Temporary Outdoor Refreshment Area from 5-8 p.m.
