A Portland woman is starting a campaign to encourage people to tape free coats to light poles inthe city to help the needy this winter. Gabby Kaper, whose Facebook page says she is from Standish, taped several jackets with notes on them in downtown Portland, WCSH-TV reported Tuesday. The notes read, “I am not lost!
