In the past 40 years, the United States' prison population has quintupled. Despite accounting for 37 percent of the American population, black people and Hispanics make up 64 percent of the prison population and 75 percent of all inmates in federal penitentiaries. With more prisons than schools, urgent questions arise: Are these facilities really giving prisoners a chance to rehabilitate themselves?
