As Maine providers struggle to meet an overwhelming demand for addiction treatment services, the state has yet to move forward on seeking proposals to initiate at least three programs that lawmakers funded as long as a year ago. In September, the Department of Health and Human Services declined to award a contract for an eight-bed treatment facility for women.
