Updated 11:12 pm, Thursday, May 23, 2013 AUSTIN — No sooner did lawmakers settle one big budget impasse than they confronted another simmering dispute — whether to give customer rebates from a fund originally collected to help those in need with their electricity bills. The fresh tensions broke out a day after lawmakers advanced two parts of the budget deal — a proposed constitutional amendment to address water needs and a supplemental spending bill that includes $200 million of a $4 billion boost for public schools. “We have a package deal, and if that deal is scuttled, then we'll have to go into special session on the supplemental (spending bill) and how to come up with over $1.2 billion, $1.3 billion, $1.4 billion in tax cuts,” Dewhurst said. Because that was the agreement we made.
