Larger classrooms are subject to more student distractions and make it difficult for teachers to conduct individual assessments of students, Dollar said. BISD managers left 53 teaching positions vacant when the school year started as a way to save money until enrollment data could show specific needs. When the district announced it would postpone filling the vacancies, the local teacher's association said administrators would have a harder time finding certified teachers in mid- to late-September because many who sought work could find it elsewhere.
