AlbanyA forum on a proposed casino in the city sparked a debate over class, jobs and addiction Wednesday night during developer David Flaum's presentation on a multimillion-dollar project simply known as "E23."People who walked through the doors of Giffen Memorial Elementary School to attend the public meeting were greeted by off-track betting employees handing out blue T-shirts boosting the proposal in bold white letters saying "E23 = JOBS."The head of Capital OTB, John Signor, is a partner with the developer on the casino plan for the city.Flaum spent the first 20 minutes explaining how a casino would benefit Albany by providing $10 million a year for the city and $12 million annually in school funding spread out between eight local counties, as well as 1,500 construction jobs and 1,800 permanent jobs with an emphasis on hiring city residents and, in particular, minorities.But Flaum's presentation was largely overtaken by what unfolded when the microphone was opened up to the public.
