Bike Competitor's State Disability Is Questioned

In July 1996, Gina Layman, a 25-year-old state correction officer, had her right shoulder torn up while helping to restrain an inmate during an altercation at Whalley Avenue jail in New Haven. Layman, who is right-handed, suffered a 35 percent disability to her shoulder and was granted a service-connected disability retirement in May 2000.
