The Colorado Springs City Council approved a $4 million infusion to the city's Subdivision Drainage Fund last week, a reflection of the increased construction in the city.
But that $4 million doesn't come from taxpayers. It's created by developers' fees, imposed when land is platted to cover their share of the costs of drainage infrastructure, including bridges and detention ponds in a drainage basin.
Sometimes developers build the improvements themselves.
Phone scammers are trying to cheat local residents out of hundreds of dollars by telling them they are being arrested for missed jury duty dates, according to a news release from Colorado Springs police.

After being closed in early May, Marksheffel Road will be open again between the east gate of Peterson Air Force Base and Drennan Road starting Saturday afternoon.

It happened at Rampart High School, reports Gazette news partner KKTV.
Other threats have been reported in the Denver area and Greeley.
Police told KKTVB there are ways for them to track down people behind anonymous social media accounts.
There was added security at Rampart on Friday because of a threat on Instagram.

Two 1950s-era neon signs that once invited travelers to the Chief Motel and Stardust Lodge along South Nevada in Colorado Springs have been sold to anonymous buyers, who plan to eventually display them publicly, said developer Walt Harder, who heads one of three groups tackling the corridor's revitalization.
DETROIT >> All season long, there have been bigger storylines with the Detroit Tigers. Injuries, underperformance of veterans, exceeding expectations by rookies. An improved bullpen that slowly got less reliable, as the season went on. Because of slow starts, neither Justin Verlander nor Miguel Cabrera got much attention this season, other than the occasional "Are they washed up?" column or radio segment.
