Buried Under Snow, Buffalo, N.y., Braces For High Winds

BUFFALO, N.Y. (Reuters) - State offices in Buffalo, New York, which is still struggling to dig out from as much as seven feet of snow, reopened on Monday as the region braced for high winds that could bring power outages.
