On a clear Monday evening two and a half years ago, Rosalina Dionisio’s car broke down on Highway 50 in West Sacramento. She steered toward the shoulder. But the shoulder wasn’t entirely there. Overgrown oleander bushes covered almost all of the safety zone next to the traffic lanes. The crash that happened minutes later left Dionisio in a wheelchair, possibly for life.
