CAPE ELIZABETH — The Town Council will hold a public forum Oct. 19 to hear the concerns of residents, business owners and community leaders on the search for a new town manager. The council is preparing to replace Mike McGovern, who announced in August that he plans to retire Dec. 31 after 31 years in the position. The council also is seeking input on the personal qualities, education, background and experience that people think the new town manager should have.
