CEDAR RAPIDS — With the projected crest of the Cedar River lowering and with flood preparations nearly complete, Cedar Rapids officials expressed confidence Sunday about the city’s ability to withstand what is still anticipated to be the second-largest crest in city history.“We feel better,” city manager Jeff Pomeranz said after Sunday’s flood news conference.The National Weather Service is now projecting the river will crest at 23 feet Tuesday morning.
