MIDDLEBURY, Conn. — It was about 10 degrees outside, a few minutes before sunrise, when 63-year-old Tom Zissu pulled his 2005 Toyota Camry into a dormant amusement park along Lake Quassapaug. A biting wind made it feel much colder. Zissu drove past colorful rides dusted with snow, past booths covered with tarps and plywood.
